This is a place where users can communicate with administrators, or administrators with one another. You can report vandalism, problematic users, or anything else that needs an administrator's intervention. Do not report child pornography or other potentially illegal content here; e-mail legal-reportswikimedia.org instead. If reporting threatened harm to self or others also email emergencywikimedia.org.

Report users for clear cases of vandalism. Block requests for any other reason should be reported to the blocks and protections noticeboard.	Report disputes with users that require administrator assistance. Further steps are listed at resolve disputes.	Reports that do not suit the vandalism noticeboard may be reported here. Requests for page protection/unprotection could also be requested here.	Other reports that require administrator assistance which do not fit in any of the previous three noticeboards may be reported here. Requests for history merging or splitting should be filed at COM:HMS.

Might they be here only to spam? Quite possibly. Have they been warned at all? No. Is editing their own talk page vandalism on their part? Certainly not, so this page was really not where it should have been raised.

I'm seeing one upload which, as far as I can tell, has never even been nominated for deletion. Other than that: edits to their own user page, which do indeed look spammy (and have been deleted), but do not amount to "vandalism" (and, hey, it's their own user page). As far as I can see, no warnings about anything on their user page. @Maiduchaiphongthuy: Commons literally cannot do anything about a global lock. This was a Foundation-level decision applying across ali Wikimedia Foundation wikis. The only way to appeal it is by emailing to stewardswikimedia.org. - Jmabel ! talk 20:43, 14 December 2023 (UTC)

The image dates back to 2018 as shown here, but the user entered the archiving date instead (February 2021) which is misleading. I had made a correction by putting the original date of the image on cia.gov, and the current URL, and moving the archiving URL and its date to "alternative versions" section.
